Authorities identify 28-year-old Texas man as suspect in Monroe County murder investigation

The suspect is Austin Lucas, 28, from Plano, Texas. He was arraigned Saturday on one count of open murder and one count of felony firearms.

MONROE, Michigan — A woman is dead and a man is in custody after a shooting incident at Camp Lord Willing, an RV park and campground in Monroe Township on Wednesday. 

Michigan State Police confirmed that Joy Dawn Boswell, 35, was killed in the homicide. Police also said this was a domestic-related incident and that the victim and suspect had been living together at the camp. 

The suspect, in the case, is Austin Lucas, 28, from Plano, Texas. 

Lucas was arraigned on Saturday on one count of open murder and one count of felony firearms. He was denied bond and will remain at the Monroe County Jail. 

Michigan State Police said that troopers responded to a disturbance involving gunshots at 10:20 p.m. on Wednesday at Camp Lord Willing. 

Initial reports were that a man shot a woman while she was in a vehicle and then fled the area on foot. 

The 35-year-old woman was shot in the face, police said, and taken to Oakwood Southshore Hospital, where she died. 

Lucas was found and taken into custody, covered in blood, on Steiner Road, just north of Stumpmier Road.

He was booked into the Monroe County jail.

Over the phone, Rick Haines, the President of Camp Lord Willing RV Park Inc. said Lucas and Boswell had some prior problems at the park but nothing this bad.

Haines' said his nephew saw the shooting happen near the entrance of the campground. According to the nephew, a fight had broken out between the couple outside their vehicle that resulted in the woman being shot.

"Apparently this guy was in a rage, but he did say omg'sh I feel sorry. But then when he realized what he did, he took off through the woods," Haines said.

Haines believes Lucas lived at the camp since November. Lucas also worked as a construction worker or a skilled tradesman near the Detroit area.

Camp Lord Willing is an RV park and campground site in Monroe Township. The entrance to the site was closed at 1600 block of Stumpmier Road early Thursday morning. 

The focus on Thursday morning was on the car that was to be off the roadway and partially into a body of water at the campground. Investigators were out measuring and taking pictures. 

Just after 5 a.m., the Michigan State Police forensics lab arrived on scene and parked near a pond where a vehicle is partially submerged. 

A camera was up on a tripod near the entrance of the RV park and officers were taking pictures near the car. Officers also were seen taking items from the car.

When WTOL 11 crews first arrived on scene shortly after midnight, a heavy police presence from multiple different agencies was visible, as they assisted with some sort of search on foot. In addition to state police, Monroe County Sheriff personnel, Monroe police and Dundee police were all out at the RV park. A police drone was in the air and K-9s were also part of the search. Police could be seen walking around with their rifles out.

The campground's website says it is open year-round and there is a lake onsite. The campground, northwest of Monroe, is open to the public and is home to long-term and short-term RV camping, with 100 large, full-service lots. Camp Lord Willing has been in operation since 1958.
