Junction neighborhood development will bring more affordable housing for older adults, city and county leaders say

According to a press release from the city, the development is being constructed on a formerly blighted corner in central Toledo.

TOLEDO, Ohio — City and county agencies broke ground on the construction of a new senior housing facility in central Toledo Wednesday in an effort city leader said they hoped would meet the need for affordable senior housing. 

According to a press release from the city of Toledo, Lucas Metropolitan House and Lucas County, the groundbreaking marked the start of construction on Collingwood Green V. Situated on the northeast corner of Division Street and Nebraska Avenue, the senior housing community will cost $29 million to build, and will consist of 75 apartments available to residents aged 62 and up in the northwest Ohio community. 

Of these 75 apartments, 30 will be allocated to older adults who are at or below 50% of the area median income, which the city and county said is $30,400. Of the remaining 45 units, 28 will be restricted to older adults who are at or below 70% of the area median income, while 17 will be restricted to older adults at 60% of that threshold. 

The new development will create 75 one-bedroom apartments for people 62 years and older.

“Investing in senior housing, such as Collingwood Phase V, goes beyond improving individual lives — it strengthens the entire Toledo community,” Toledo Mayor Wade Kapszukiewicz said during the groundbreaking ceremony. “These types of high-quality developments attract essential services and businesses that cater to seniors, fostering a vibrant and inclusive environment where everyone can thrive together.”

The Junction-neighborhood property was described in the press release as a pristine lot that had previously been blighted. The project will serve as the fifth step in the revitalization of the Collingwood Green, the city said. The development functions as a part of the $92 million in construction projects Lucas Metropolitan Housing plans to introduce over the next two years to increase affordable housing options to underserved communities.
