Toledo health department gives apartment complex 3 days to fix violations

The Toledo-Lucas County Health Department ordered Ashland Manor to fix the issues in 72 hours or face potential legal action.

TOLEDO, Ohio — UPDATE: Toledo City Council member Vanice Williams announced in a press conference Wednesday that the city is holding Ashland Manor management accountable for its negligence and hired contractors to clean up the piles of trash on all floors and charge the owners for the service.

Several tenants of Ashland Manor in central Toledo are frustrated about living conditions at the apartment complex.

Last week, residents reached out to WTOL 11 with complaints about trash buildup attracting cockroaches and security issues.

"We're doing the best we can to keep things together," resident Denise Johnson said as she was cleaning up trash last week. "We have no maintenance, nothing. We have no help here, period. We're sick of it."

On Tuesday, the Toledo-Lucas County Health Department in a notice of violation ordered the complex owners to fix multiple public health nuisances at the building in 72 hours or face potential legal action.

The letter cited issues with garbage buildup on all eight floors causing extreme odors and a cockroach infestation. It also adds there was animal waste on the floor in common areas.

TLCHD said the issues violate several sections of the Toledo Municipal Code and ordered the following issues be fixed:

  • Remove all garbage and debris from the premises
  • Dispose of garbage in proper containers that will prevent attraction of pests
  • Remove, clean and sanitize floors affected by animal waste
  • Clean and sanitize all trash rooms and garbage chute
  • Supply proof of eradication by a professional exterminator in the form of an invoice or receipt must be supplied to the health department

Dennis Carson has lived at Ashland Manor for three years and isn't convinced that the complex owners will meet the deadline.

"I'm going to hope on one hand," he said. "I hope they get it together."

Ashland Manor is located in Toledo City Council District 4, represented by Vanice Williams, who announced on Tuesday she is holding a press conference "to address recent resident concerns" at 9:45 a.m. outside of Ashland Manor's front gates at 2030 Ashland Ave.
