'This whole building is a big biohazard': Residents voice concerns over conditions at north Toledo apartments

Residents said the leak is just one of many issues they're dealing with at the Vistula Heritage Village II apartment complex on Locust Street.

TOLEDO, Ohio — Caution signs were placed on the slippery floors of the Vistula Heritage Village II apartments on Locust Street after issues caused the floors to be covered in water Wednesday morning.

Residents said they believe the water issues come from a pipe bursting as the city is doing work nearby.

"We've been having issues outside the lines, the city's been working on the lines, doing some type of work in the building," said one resident who did not want to be named. "Bad day at work I suppose."

Tommy Evans, who has lived at the apartments for six years, said he noticed flooding last night.

"I went to the bathroom and I stepped in a puddle, my socks got wet," Evans said. 

Evans said he also found a hoodie in his closet that was soaked. He said it only got worse, preventing him from entering his home.

But residents said this is one of many issues that they've had since living here.

Ceilings with missing panels and exposed wires, and brownish water coming from faucets are other problems residents said they've seen.

"Somebody needs to call the health department, this whole building is a big biohazard," said one woman.

A resident who did not wish to be identified said she was injured after a part of the ceiling collapsed on her making her fall.

"I had walked downstairs, I fell, the ceiling fell on me," she said.

Evans said he and a few other residents have made complaints in the past wanting to get these issues fixed, but he feels nothing is being done about it.

"It's unexplainable. I got places to go, but yeah I want my house, this is what I waited for, my own house."

WTOL 11 reached out to the city and the property manager, Vistula Management Company, about the situation but has not yet heard back from either of them.
