Judge dismisses civil lawsuit against Toledo City Council member John Hobbs

A judge on Thursday ruled Lisa Davis failed to provide evidence that Hobbs failed to report cash and in-kind donations she made to his re-election campaign.

TOLEDO, Ohio — A judge on Thursday dismissed a civil lawsuit against Toledo City Council member John Hobbs III due to a lack of evidence from a volunteer who accused him of failing to report her cash and in-kind donations to his re-election campaign.

Lisa Davis, who said her husband is Hobbs' cousin, filed the $6,000 lawsuit in November of 2023.

Magistrate James Morgan in a ruling said Davis failed to provide receipts of expenditures she claimed were made, and that Hobbs testified "all donations were made through the campaign treasurer to ensure proper documentation."

The ruling also states there has been no written evidence Hobbs approved loans by the plaintiff or that any campaign agent or officer promised Davis she would be repaid for anything she paid.

"This case presents itself as a she said vs. he said," the ruling says.
