SENECA COUNTY, OH (WTOL) - Two men face charges in Seneca County after officers found balloons of suspected heroin during a routine traffic stop.
Seth Hoover, 24, and Seth Carter, 22, both face charges after investigators say officers searched their vehicle and found 90 balloons filled with heroin inside.
Detectives say they've seen a recent surge of illegal trafficking and abuse of heroin in their region and that Hoover has been linked to several locations in Fostoria and Tiffin.
