TOLEDO, Ohio — Ashland Manor, the troubled apartment complex that's faced numerous inquiries from authorities and complaints from residents, is now under new management.
According to Councilwoman Vanice Williams and Deputy Health Commissioner Shannon Jones, Michigan-based Premier Property Management took over management of the property on Monday, but not before residents lodged complaints regarding cockroaches and excess trash.

Jones confirmed to 11 Investigates that the Toledo-Lucas County Health Department received one complaint in mid-July and one last week from residents at Ashland Manor.
Williams said that Toledo City Code Enforcement visited the complex on Monday to meet with the new management, which has been in the process of cleaning up the excess trash that had been piling up in the garbage chute. She described the issue as being one of a "bad transition" from the previous property management to the new management.
Williams said that Premier is "highly rated" by the Department of Housing and Urban Development.
