TOLEDO, Ohio — Ashland Manor has again been declared a nuisance property.
In a letter sent to owners Wednesday, Toledo Code Enforcement cited nine violations, including trash, insects and rodents and ordered the owners to correct the violations within 30 days of receiving the notice. or face a fine or lawsuit.
According to the latest inspection report, 55 of the 189 units were infested with insects or rodents, including most of the fifth and sixth floors.
The owners must repair or replace doors, windows, walls, flooring, plumbing, electrical, heating and smoke detectors. Within those areas, 294 items need to be fixed within the 30-day deadline.
Ashland Manor was first declared a nuisance property about a month ago when the Toledo-Lucas County Health Department cited it for excessive trash and pests. That time, owners were given three days to correct the violations and the city eventually contracted exterminators to remove the infestations and clean it by the deadline.
Toledo Mayor Wade Kapszukiewicz in January traveled to Washington to meet with representatives of the U.S. Department of Urban Housing and Development, which subsidizes housing like Ashland Manor, to discuss issues with problem rental properties.
The mayor told WTOL 11 that two goals to prevent similar issues in the future were agreed on in the meeting: pinpointing how Ashland Manor reached the deplorable point it did and forming a task force of city, state and federal officials to monitor rental housing.
In late January, Toledo City Council member Vanice Williams told WTOL 11 that Ashland Manor had improved since its violation earlier that month, but that it was still a work in progress to fix larger issues and ensure it wouldn't fall back into its previous condition.
