Lucas County Corrections Center finalizes bid for healthcare services

Lucas County will pay the company upward of $3 million annually for the healthcare services.
39-year-old Ralph Vidak was found unconscious in a housing unit of the medical area in the Lucas County Corrections Center at approximately 2:13 p.m. Sunday.

TOLEDO, Ohio — The Board of Lucas County Commissioners voted on Monday, June 25, to implement new healthcare services to incarcerated individuals at the Lucas County Corrections Center through VitalCore Health Strategies. 

The board had initially begun the search for a new service provider in April of this year, with three potential vendors submitting a competitive bid. The contract between VitalCore and Lucas County settled with a $3.4 million annual price tag.

A statement from Lucas County Sheriff Michael Navarre indicates those housed within the corrections center will receive multiple different healthcare services, providing a comprehensive health plan. Services include:

  • Care coordination 
  • Initial healthcare screenings
  • Physical and mental health evaluations
  • Medication management
  • Routine outpatient medical, dental and mental health services
  • Infirmary care and emergency services 
  • On-site/off-site specialty care 
  • Electronic health records

According to Sheriff Navarre, he recommended Lucas County to contract with a private company to provide the healthcare  services because it is "consistent with best practices followed by accredited detention centers across the country."

The contract is expected to begin on or before October 1, 2024 and will run through December 31, 2025. 

VitalCore is is headquartered in Topeka, Kansas and provides healthcare services to over 88,000 inmate sin 150 facilities, including jails, state prisons and juvenile detention facilities. In Ohio, VitalCore provides healthcare services in Stark County, Summit County, Warren County and the Corrections Center of Northwest Ohio.
