According to court documents, Woods' gunfire broke the vehicle's window as the driver was pulling away from his home. In the document, police said three witnesses saw Woods aim the gun at the victim's car just before firing.
Neither person in the vehicle was injured, police said.
Police arrested Woods and charged him with felonious assault, a second-degree felony. Officers said they located several magazines and ammunition in Woods' home, which were found during a search.
A judge set Woods' bond at $75,000 in Toledo Municipal Court.
